Line a 9-by-13-inch baking dish, allowing the foil to extend past the sides of the dish. Spray it with nonstick spray and set it aside.
In a saucepan, melt the butter over a low flame. Once totally melted, whisk in the sugar. Cook for an additional 1-2 minutes, stirring constantly. Avoid bringing it to a boil.
Pour the mixture into the mixing bowl. Combine cocoa powder and salt.
Mix the eggs, vanilla extract, and baking powder. Beat on high speed until completely integrated.
Slowly add the flour, mixing at low speed until thoroughly combined.
Stir well in chocolate chips to spread them evenly.
Spoon the mixture into the prepared baking pan—Bake for approximately 30 min at 350°F (preheated oven). When a toothpick poked into the center comes out clean, it's ready.
Let it cool for 5 -10 minutes in the pan.
Once cool, use the foil overhang to pull the brownies from the pan. Cut into squares after peeling aside the foil.
