Take a saucepan and put it on medium flame. Melt the butter and add celery, green onions. Cook until onion and celery become soft.
Add in flour and cook for 1 minute. In a separate pan, heat and milk.
Add warm milk to the saucepan and stir continuously. Avoid lumps and keep stirring until they disappear completely. Add in Old Bay Seasoning, pepper and salt. Stir and add heavy cream along with tomato paste.
Low the flame and keep cooking. Let it simmer for some minutes until the bisque starts to thicken.
Add in shrimps and crab meat. Cook them until it heats properly.
You can serve them hot. As toppings, try sprinkling some freshly chopped parsley.
