Preheat the oven to 375°F (190°C).
In a large mixing bowl, mix together the margarine, vegetable oil, 1 cup granulated sugar, and powdered sugar until well combined.
Beat in the eggs one at a time, then add the vanilla extract and mix again.
In a separate bowl, combine the flour, baking soda, cream of tartar, and salt, then add this to the creamed mixture.
Stir in the chopped pecan nuts.
Shape the dough into 1-inch balls and roll each ball in the remaining granulated sugar.
Place the cookies on a cookie sheet, making sure they are spaced 2 inches apart.
Bake in the preheated oven for 10 to 12 minutes, or until the edges are golden brown.
Remove from the cookie sheets and allow to cool on wire racks.
