- Press meat mixture evenly into prepared baking dish.
- Spread mashed potatoes in an even layer over meat mixture.
- Top with shredded cheese and crumbled bacon.
- Cover with foil and bake for 30 minutes.
- Remove foil and bake additional 10-15 minutes until cheese is bubbly and golden.
- Let rest 10 minutes before serving.
- Garnish with green onions if desired.
